Reprogram Instrument Cluster Switching Relay Software

PROBLEM DESCRIPTION

This is to inform you of the initiation of an emission service action involving some 2000 model year Volkswagen Golf/Jetta VR6, Jetta/GTI 1.8T, and Golf/Jetta 1.9L TDI vehicles.

CORRECTIVE ACTION

Electronically update the instrument cluster switching relay software.

NOTE: Check ElsaWeb on the day of repair to verify vehicle eligibility and attach the screen print to the repair order. This is the only valid campaign inquiry and verification source. Some vehicles may be involved in an additional action(s); any additional work can be done while the vehicle is in for this action.

ALLOCATION REPORT OF AFFECTED VEHICLES

In the Service Manager's Package, dealers with affected vehicles will receive a report containing the complete VIN with customer name and address data. Dealers will not receive a report if they have no affected vehicles.

NOTE: The allocation report contains owner names and addresses obtained from Motor Vehicle Registration Records. By law, this data may only be used for recall purposes. Use for any other reason may be a violation of law in many states/provinces. Accordingly, you must limit the use of this report.

There are no parts required for this action.

OWNER NOTIFICATION MAILING

Volkswagen notified all owners of affected vehicles on or about November 17, 2004. A copy of the owner letter is enclosed for your information.

REQUIREMENTS FOR EMISSIONS CAMPAIGNS HAVING CUSTOMER NOTIFICATION (CALIFORNIA ONLY)

The California Air Resources Board and the Department of Motor Vehicles (DMV) require emissions-related campaigns to be completed prior to vehicle registration renewal. When campaign work is done you must provide the owner with a signed "Vehicle Emission Recall - Proof of Correction" certificate (RC EMIS_CAL VW) which can be ordered at no cost from Resolve at 1-800-544-8021.

NOTE: Ensure owners are aware of the importance of retaining the completed certificate for their records. It should be mailed to the California DMV only upon request.

EMISSIONS CAMPAIGN VEHICLE LABELING GUIDELINES (CALIFORNIA ONLY)

Vehicles repaired under emission campaigns in the state of California are required by the California Air Resources Board (CARB) to be identified with an emission campaign completion label when the work is performed. It is mandatory for all dealers in the state of California to complete and affix an emission campaign completion label (part number ZVW 010 000) whenever an emissions campaign is performed. Labels can be ordered at no cost from Resolve at 1-800-544-8021.

CLAIM ENTRY PROCEDURE

Immediately upon completion of the repair work, enter the correct code listed below. Claims will only be paid for vehicles that show this campaign open in ElsaWeb on the day of the repair  . To help ensure prompt and proper payment, attach the screen print to the repair order.

Please contact your authorized Volkswagen dealer and arrange for an appointment so that this work can be performed without delay. This service will take about one half hour and will be free of charge.

Lease Vehicles 

If you are the lessor and registered owner of the vehicle identified in this action, please forward this information immediately via first-class mail to the lessee within ten (10) days of receipt of this notification.

CAMPAIGN WORK PROCEDURE - VS (VS00) EMISSIONS SERVICE ACTION

If there are questions regarding the work procedure, contact the Campaign Helpline at 1-800-741-2919. 

Read this work procedure completely before doing any work. This procedure describes re-programming the instrument cluster switching relay software. Some affected vehicles, however, may not require reprogramming of the instrument cluster switching relay software, which will be made apparent during the checking process.

SPECIAL TOOLS AND EQUIPMENT

  • Diagnostic Tool VAS 5051B or VAS 5052 with the Basis CD V.10.01.00 and the Brand CD V.10.77. 00 or higher
  • VAS 6103 serial port cable (previously supplied campaign tool)

WORK SEQUENCE

Section A - Vehicle Check
  • Switch ignition to "ON" position.
  • Make certain all electrical consumers (lights, radio, etc.) are switched "OFF".
  • Pull up lever to engage parking brake.
  • Connect VAS 5051B or VAS 5052 to the vehicle.
  • Select the "OBD" button -arrow-

    NOTE: If message "This function not supported" appears on screen after pressing the "OBD" button, the battery no load voltage is insufficient.
  • Select "Mode 6: Checking test results of n. cont. monit. components" -arrow-.

  • If a "Mode not supported - no result" blank screen is displayed, update is required; press the "Go to" button -arrow-, select exit twice, then go to Section B; otherwise continue.

  • If "Select test results" screen is displayed, select (highlight) all Test-IDs and press the forward button > -arrow-.

  • If "No results" is displayed on screen under the Test-IDs, update is required; press the "Go to" button -arrow-, select exit twice, then go to Section B; otherwise continue.

  • If component characteristics are displayed on the screen under the Test-IDs, no update is required; press the "Go to" button, select exit twice, then remove VAS 5051B or VAS 5052 from the vehicle.

Section B - Update Instrument Cluster Software
NOTE: Battery MUST have a minimum no load charge between 12.5V and 14.5V (failure to maintain voltage during update process can lead to control module failure).

VAS 5051B must be connected to vehicle and 110V AC power supply at all times during update programming.

VAS 5052 must be connected to vehicle and battery voltage requirements maintained.

Any appliances with high electro-magnetic radiation (e.g. mobile phones) switched OFF.

NOTE: Use PSC 550S or INC 940 battery charger to maintain vehicle battery voltage.
  • Switch ignition to "OFF" position.
  • Disconnect VAS 5051B/5052 cable from diagnostic connector in the vehicle.
  • Connect VAS 6103 cable to scan tool and to diagnostic connector in vehicle.
    NOTE: Ensure battery voltage is greater than 12.5V and less than 14.5V.
  • Switch ignition to "ON" position.
  • Insert VSACTION1007CD ROM and reboot scan tool.
  • Screen appears "Starten von MS-DOS...".
  • Wait until screen indicates "This is for the VS-RECALL".

    NOTE: DO NOT interrupt update programming. Interruption of update programming could result in failure of instrument cluster.
  • After flash has completed, screen appears indicating instrument cluster has been updated.

  • Switch vehicle ignition "OFF".
  • Eject CD and reboot scan tool.
  • Remove fuses S11 and S15 from fuse panel on driver side dash for 30 seconds.
  • Reinstall both fuses.

    TIP:  If fuses not removed for 30 seconds, incorrect OBD information will be displayed.

  • Switch ignition "ON".
  • Select "OBD" button.

  • "Select test results" screen is displayed, select (highlight) all the Test-IDs and press forward button > -arrow-.
