Is it voltage 0 V? |
Go To Step 3. | "BLK/RED" wire shorted to power supply circuit and faulty ECM. |

Is it good condition? |
Go To Step 4. | Faulty EVAP canister vent valve. |

Is resistance above 30 Ω at 20°C, 68°F? |
Faulty ECM, substitute a known-good ECM and recheck. | Shorted circuit between "BLK/RED" and "BLU/ WHT" wire and faulty ECM. |
