July 1: So it begins. Don't worry, this is not in the correct legal jurisdiction!

Test 1: Cruise Control Unit Is Inoperative

  1. Turn ignition switch to OFF position. Disconnect cruise control actuator harness. Turn ignition switch to ON position. Using DVOM, measure voltage between cruise control actuator harness terminal No. 7 (Light Blue/Pink wire) and No. 10 (Black wire). See Fig 1 . If 10 volts exist, go to next step. If more than 10 volts exist, go to step  3 .

  2. Turn ignition switch to OFF position. Measure resistance between cruise control actuator harness terminal No. 10 and ground. If resistance is less then 5 ohms, repair open in Light Blue/Pink wire between Central Junction Box (CJB) and cruise control actuator. See WIRING DIAGRAMS  . If resistance is 5 ohms or more, repair open or high resistance in Black wire between cruise control actuator and ground. See WIRING DIAGRAMS  .
  3. Turn ignition to OFF position. Verify proper operation of brakelights by pressing and releasing brake pedal. If brakelights operate properly, go to next step. If brakelights do not operate properly, repair brakelight circuits as necessary. See EXTERIOR LIGHTS article in ACCESSORIES & EQUIPMENT.
  4. Disconnect PCM harness connector. Disconnect ABS control module harness connector. Disconnect deactivator switch harness connector. Measure resistance of Light Green wire between cruise control actuator terminal No. 4 and PCM harness connector terminal No. 92, and between ABS control module harness terminal No. 2 and deactivator switch harness connector No. 2. See Fig 2 , Fig 3 , and Fig 4 . If resistance is less than 5 ohms in all measurements, go to next step. If resistance is 5 ohms or more, repair open or high resistance circuit in Light Green Wire. See WIRING DIAGRAMS

  5. For A/T models, go to next step. For M/T models, disconnect clutch pedal position switch connector. Turn ignition switch to OFF position. Measure resistance between clutch position switch connector terminal No. 2 (Orange wire) and terminal No. 4 (Light Blue/Yellow wire). See Fig 5 . If resistance is less then 5 ohms go to step  7 . If resistance is more than 5 ohms, replace clutch pedal position switch.

  6. Place transmission in Park. Turn ignition switch to OFF position. Disconnect Transmission Range (TR) switch connector. Using DVOM, measure resistance between TR switch terminals No. 9 (Tan/Light Blue wire) and No. 4 (Tan/Red wire). If resistance is less than 5 ohms, go to step  8 . If resistance is more than 5 ohms, replace TR switch. See AUTOMATIC TRANSMISSION SERVICING article in TRANSMISSIONS.

  7. Measure resistance between clutch position switch terminal No. 4 (Light Blue/Yellow wire) and cruise control actuator terminal No. 2 (Light Blue/Yellow wire). If resistance is less than 5 ohms, go to step  9 . If resistance is more than 5 ohms, repair Light Blue/Yellow wire between clutch position switch and cruise control actuator. See WIRING DIAGRAMS  .
  8. Measure resistance between cruise control actuator terminal No. 2 (Light Blue/Yellow wire) and TR switch terminal No. 9 (Tan/Light Blue wire). If resistance is less then 5 ohms, go to next step. If resistance is more than 5 ohms, repair wiring between TR switch and cruise control actuator. See WIRING DIAGRAMS  .
  9. Measure voltage between cruise control actuator terminals No. 9 (Red/Light Green wire) and No. 10 (Black wire). If measured voltage is less than 10 volts, go to next step. If voltage is 10 volts or more, go to step  12 .
  10. Disconnect deactivator switch connector. Measure resistance between deactivator terminals No. 1 and 2. See Fig 4 . If resistance is more than 5 ohms, replace deactivator switch. If resistance is less than 5 ohms, go to next step.
  11. Measure voltage between deactivator switch terminal No. 2 (Light Green/Red wire) and ground. If measured voltage is greater than 10 volts, repair Red/Light Green circuit. See WIRING DIAGRAMS  . If measured voltage is less then 10 volts, then repair Light Green/Red circuit. See WIRING DIAGRAMS  .
  12. Measure voltage between cruise control actuator terminals No. 5 (Light Blue/Black wire) and No. 10 (Black wire). If voltage is detected go to next step. If no voltage is detected, go to step  15 .
  13. Disconnect cruise control switches, located in steering wheel. Turn ignition switch to ON position. Measure voltage between cruise control actuator harness terminals No. 5 and 10. If voltage is detected, go to next step. If voltage is not detected, replace cruise control switches. See CRUISE CONTROL SWITCHES  under REMOVAL & INSTALLATION.
  14. Turn ignition switch to OFF position. Disconnect air bag sliding contact, located in steering wheel. Turn ignition switch to ON position. Measure voltage between cruise control actuator terminals No. 5 and 10. If voltage is detected, repair Light Blue/Black circuit. See WIRING DIAGRAMS  . If voltage is not detected, replace air bag sliding contact. See STEERING COLUMN SWITCHES article in ACCESSORIES & EQUIPMENT.
  15. Depress SET/ACCEL switch on cruise control switch. Measure resistance between cruise control actuator terminals No. 5 (Light Blue/Black wire) and No. 6 (Dark Green/Orange wire). If resistance is 640-720 ohms, go to next step. If resistance is not 640-720 ohms, go to step  17 .
  16. Turn ignition and cruise control switches to ON position. Measure voltage between cruise control actuator harness terminals No. 5 and No. 10. If voltage is greater than 10 volts, go to step  20 . If voltage is less then 10 volts, replace cruise control switch. See CRUISE CONTROL SWITCHES  under REMOVAL & INSTALLATION.
  17. Turn ignition switch to OFF position. Disconnect air bag sliding contact connector, Measure resistance between air bag sliding contact terminal No. 2 (Light Blue/Black wire) and cruise control actuator terminal No. 5. See Fig 1 and Fig 7 . If resistance is less then 5 ohms, go to next step. If resistance is 5 ohms or greater, repair Light Blue/Black circuit. See WIRING DIAGRAMS  .

  18. Measure resistance between air bag sliding contact terminal No. 3 (Dark Green/Orange wire) and cruise control actuator terminal No. 6 (Dark Green/Orange wire). If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, repair Dark Green/Orange circuit. See WIRING DIAGRAMS  .
  19. Disconnect cruise control switch. Measure resistance between cruise control switch connector terminals No. 2 (Light Blue/Black wire) and No. 3 (Dark Green/Orange wire). If resistance is 640-720 ohms, replace air bag sliding contact. See STEERING COLUMN SWITCHES - PICKUP & TRIBUTE article. If resistance is not 640-720 ohms, replace cruise control switch. See CRUISE CONTROL SWITCHES  under REMOVAL & INSTALLATION.
  20. Reconnect all connectors. Drive vehicle and observe speedometer operation. If speedometer operates as expected, go to next step. If speedometer does not operate as expected, test speedometer. See INSTRUMENT PANELS - TRIBUTE article.
  21. Turn ignition switch to OFF position. Disconnect cruise control actuator connector and PCM connector. See Fig 1 and Fig 2 . Measure resistance of Gray/Black wire between cruise control actuator harness terminal No. 3 and PCM harness terminal No. 28 (2.0L Zetec) or No. 68 (3.0L). See WIRING DIAGRAMS  . If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, repair Gray/Black wire. See WIRING DIAGRAMS  .
  22. Remove cruise control cable from cruise control actuator. Visually inspect core wire and check cruise control cable by pulling and pushing wire while observing throttle movement. If cruise control cable and throttle body linkage operate smoothly, replace cruise control actuator. See CRUISE CONTROL ACTUATOR  under REMOVAL & INSTALLATION. If cruise control cable and throttle body linkage do not operate smoothly, repair or replace cruise control cable or throttle linkage as necessary.
