This electro-mechanical unit is actuated by the control current received from the amplifier and converts the "raw" vacuum from the engine vacuum source into a modulating output vacuum which is supplied to the vacuum motor. It is essentially a solenoid controlled valve which supplies a decreasing vacuum (through an air-bleed action) as control current increases.
